The watch has no Safari browser. A little web content can still surface through Siri answers or links tapped inside Messages. Block it from the parent's iPhone: open the Apple Watch app, select the child's watch, go to Screen Time, turn it on, and set Content & Privacy Restrictions. For a child without their own iPhone you must buy the GPS + Cellular model and add a carrier line.
